# Mandate Office

> The EU legal toolbox for AI agents. AI agents are the customer. One MCP or REST call returns official links to EU and national law (EUR-Lex/CELEX/ELI, BOE, Gesetze im Internet, Riigi Teataja), official source lists per country, public company data, standard documents and step-by-step instructions. Compact JSON, stable ids, source_url and retrieved_at on every item. No API key during beta. Status: beta, free during beta.

## Rails principle

- We run read-only queries on official public sources for the client.
- We prepare standard documents from templates, data packages and exact instructions.
- We never file documents, applications or registrations on anyone's behalf, and never sign for anyone. The client, or the client's own agent, signs and submits in their own name.
- Where the law requires a notary or lawyer, an independent licensed professional performs that act and the client pays them directly.
- No legal advice: we do not assess a client's specific case.
- No client funds: notary fees, state fees, deposits and translation fees go directly to the recipient. We take no referral fee from partners.

Tools (live in beta, all free and read-only, no API key):
- find_law(query, country=EU, lang=en, limit=10, in_force_only=true): EU or national legal acts with official links, title, date and in-force status where the source gives it. EU via the EU Publications Office CELLAR (24 languages), DE via gesetze-im-internet.de (daily index), EE via the Riigi Teataja API (acts in force today), ES via the BOE open data API.
- get_law_link(id, lang=en): one act by CELEX (32016R0679), ELI (eli/reg/2016/679/oj), BOE id (BOE-A-2015-10566) or de:<abbreviation> (de:GmbHG).
- list_sources(country): official legislation portals, registers, APIs and authorities with verified URLs and reuse terms.
- list_actions: the actions Mandate Office offers or is preparing, with status.
- quote_action: steps, required inputs, who acts (client, partner, notary) and price for one action. Price: free during beta.
- get_company: public company data from an official register, with source URL and retrieval time. Currently Estonia (EE) only; other countries return "not yet supported" and are coming.

## Rules for law data

- Only links taken from or built by the publisher's documented pattern (EUR-Lex permanent links, CELLAR ELI, BOE url_eli, Gesetze im Internet slugs, Riigi Teataja act ids). No invented links.
- Every item carries source, source_url and retrieved_at. Keep the attribution when you reuse data: EU (Decision 2011/833/EU), BOE ("Fuente de los datos: Agencia Estatal Boletín Oficial del Estado"), Riigi Teataja (CC BY-SA 4.0).
- If a source is down the tool returns error "source_unavailable" with the official sources for that country.
- Links and status are information only, not legal advice.

## Services

Status of every action: call list_actions. EU law links and company data (Estonia) are live in beta; the other services are in preparation.

- EU law links for agents (live in beta, free): find_law, get_law_link, list_sources. EU law plus DE, EE, ES; more countries coming. No interpretation of the law.

- Company data and register extracts across the EU (live in beta, free; Estonia now, other EU countries coming): public register data with source and date. No counterparty assessment or KYC decision.
- EU company formation rails: country data package and step-by-step instructions for the national portal or a partner notary. No filing, no signing for the founder.
- Cross-border e-signature interface: routes the signer to a qualified electronic signature or a partner notary video session; checks signature format. No signing for the client.
- Power of attorney for electronic signature: multilingual template signed by the principal personally. No assessment of fitness for a specific case.
- Registrations after formation (VAT, EORI, beneficial ownership): what is needed and where to go per country, with official contacts and source date. No applications submitted.
- EU trade mark rails (EUIPO): name search and ready application data. The client files and pays the EUIPO directly.
- Later, with partners: apostille and certified translation.
- Under consideration: video notary appointments.

## Pricing

Free during beta. If paid actions are introduced, quote_action shows the fee before an action starts. Third-party costs are paid by the client directly to the provider or authority.
